Amazon’s PDR Logistics Facility Proposal Will Have Significant Impacts On The Area


Amazon is proposing to demolish all existing structures on the current site and to construct a new three-level PDR building with 650,000 square feet of Parcel Delivery Service uses, including approximately 17,400 square feet of accessory office use, and accessory parking on the unroofed fourth level. The rooftop level would consist of approximately 395 accessory automobile parking stalls, but the maximum permitted number of stalls is 626.

Environmental Issues


The project will be subject to an environmental review per the California Environmental Quality Act (CEQA). The review will include analyzing such impacts as increased truck traffic, air quality, noise and light pollution, and urban decay, as well as providing mitigation strategies. The project site also exists in the following areas identified by the city that will need to be addressed.

Air Pollutant Exposure Zone

Site is located in an area with elevated pollutant concentrations. Sensitive use buildings, as defined in the Applicability section of the Ordinance, must comply with Health Code Article 38.

Flooding: 100-Year Storm Flood Risk Zone (Stormwater)

This property is within the 100-Year Storm Flood Risk Zone. Properties located within this zone are highly likely to experience flooding from stormwater runoff during a 100-year storm (a storm that has a 1% chance of happening in a given year). Owners of these properties are required to disclose this flood risk at point-of-sale and in new leases.

Flooding: FEMA FIRM Flood Hazards (Coastal)

This location does not fall within a Special Flood Hazard Area (SFHA) pursuant to the Federal Emergency Management Agency’s (FEMA’s) Flood Insurance Rate Maps (FIRM).

Maher Ordinance

Projects that are located on sites with known or suspected soil and/or groundwater contamination are subject to the provisions of Health Code Article 22A, which is administered by the Department of Public Health (DPH). Submittal of the Maher Application to and coordination with DPH may be required. Applicants may contact DPH for assistance.

Application Process

Amazon has filed a Preliminary Project Assessment (PPA) with the Planning Department. The PPA is an opportunity for the applicant and the city to do a more detailed review of Amazon’s plans to address key issues early on before a full permit application is filed. As such, not all the details of Amazon’s plans are available. After the PPA review, Amazon will then file for a permit application that will trigger public input opportunities. The city will then make a determination if the project is subject to completing an Environmental Impact Report (EIR) per CEQA.
